FreeCharge, a mobile plan coupon provider based in India, has raised $33 million in a Series B funding from returning backer Sequoia Capital along with Sofina and RuNet. FreeCharge lets users earn coupons when they add money to their prepaid mobile phone plans or pay utility bills online and currently sees 10 million registered users. Founded in 2010, FreeCharge will use the latest cash to back marketing and to build out its offline-to-online advertising platform.

WHILL, a designer of personal mobility products based in San Francisco and Japan, has raised an $11 million Series A round from Innovation Network Corp, 500 Startups, NTT DoCoMo Ventures, Jochu Technology, and Sun Microsystems co-founder Scott McNealy. WHILL has created a high-performance alternative to a wheelchair with omnidirectional capacity and four-wheel-drive. Winner of 2012 TechCrunch Tokyo, WHILL sells its Model A devices for $9500 each and will use the new funding to produce more units and unveil a new model.

Emprego Ligado, a mobile-based recruitment platform headquartered in Brazil, has raised $7 million in Series A funding from Monashees Capital, e.Bricks and Qualcomm Ventures. Emprego Ligado provides a job marketplace for blue-collar workers, free of cost and completely accessible by mobile phone. Founded in 2012, Emprego Ligado has connected workers with over 2 million interview opportunities and will put the new funds toward geographical expansion.
